Stefan Talmon Explained

Stefan Talmon (born 1965)[1] is a professor of international law at the University of Bonn.

Life

Talmon received his Abitur in 1984, after which he studied law at the University of Tübingen and Ludwig Maximilian University of Munich. He received a Master of Law at the University of Cambridge. In 1995, he received a Doctor of Philosophy from the University of Oxford, with his dissertation„Recognition of Governments in International Law: With Particular Reference to Governments in Exile“. After completing the second state exam in 1997, he completet his Habilitation at the Eberhard Karls Universität Tübingen about the non-recognition of illegal states and the ensuing sanction. He received a „Master of Arts“ from the University of Oxford, and became a professor of international law at the University of Oxford in 2008. Starting in late 2011, Talmon became professor of internation law at the University of Bonn.[2] He is the curator of the Bonner Rechtsjournals, and publisher of the blog „German Practice in International Law“ since 2017.[3]

He is a Barrister in an English law firm, and has represented clients before the International Court of Justice in Den Haag and the European Court of Human Rights in Straßburg as well as national courts in Germany, England and the USA. He consulted for governments and Multinational corporation about questions of international law.

He represented Turkey as a third party during the case of the Turkish politician Doğu Perinçek, who was the first person trialed in Switzerland for denying the Armenian genocide in front of the European Court of Human Rights, where the country interfered on his behalf.[4] He also represented Turkey in front of the ECtHR against the HDP-politician Selahattin Demirtaş.[5]

He represented Myanmar during the Rohingya genocide case,[6] and has been an arbitrator at the Permanent Court of Arbitration in a case concerning state-sponsored terrorism.
