Novelle E. Francis Jr. is a United States Virgin Islands politician, who is the current President of the Legislature since 2023. He served as Vice President of the Legislature of the Virgin Islands. Prior to becoming a Senator, Francis was the Police Commissioner of the United States Virgin Islands Police Department.[1]
