- The Minister of State and of Finance was the second highest-ranking executive office and stood in for the Prime Minister, according to the rules of the Barroso Cabinet (Decree-Law no. 120/2002, of 3rd May).

However, 22 days later Paulo Portas was appointed Vice Prime Minister (Decree of the President of the Republic no. 92-B/2013, of 24th July), automatically outranking her according to the Constitution (and the Cabinet rules that were later amended by Decree-Law no. 119/2013, of 21st August).
- According to Articles 4 (Section 5), 8 and 35 (Section 2) of Decree-Law no. 32/2022, of 9th May (rules of the 3rd Costa Cabinet), the Minister of the Presidency would stood in for the Prime Minister in his absence.
