Hijab and chastity law explained

Hijab and Chastity Law (officially: Law to Support the Family by Promoting the Culture of Chastity and Hijab) is the primary regulation enforcing hijab in Iran, passed by the Islamic Consultative Assembly in November 2024.

Etemad wrote that the law will make half of the country into criminals.[1]

The Iranian Minister of Tourism has threatened that tourism would fall in Iran because of the law.[2]

Under this law Ministry of Intelligence allowed by Guardian Council has for the first time since 1979 revolution ability to run surveillance on people.[3] Ridehailing drivers will lose their drivers license if they drive unhijabi women.[4]

Those women who are found to be repeatedly violating hijablessness law are barred from leaving Iran.[5]

Description

The law authorizes the Iranian government to fine and imprison individuals and businesses that fail to comply with hijab mandates. It imposes heightened penalties on women who violate these rules, including fines and imprisonment of up to 10 years or a monetary penalty of up to 165 million toman.

The law has been widely criticized for its restrictive impact on women's rights, curtailing freedoms of expression, assembly, and participation in public life while perpetuating systemic sex discrimination. International human rights organizations and various governments have condemned the legislation, arguing that it contravenes international human rights standards.[6] [7] [8] [9] [10]

Before the law had passed, in central city of Esfahan the law was secretly put in place with women coming out on the street without veil receiving threatening texts on their phone.[11] [12]

Reception

Under this law the people may report on one another while foreign migrant citizens may also report Iranian citizens to authorities for violations.[13] [14] 30 government agencies are tasked to the law.[15] The Ettelaat reported that this law makes Iran the only country anywhere in the world where the Islamic hijab veil is forced on people.[16]

The Etemad warned the law will have security problems for Iranian regime.[17] .

The Khorasan warned that the law has even religious people worried.[18]
