Gmina Rybno is a rural gmina (administrative district) in Działdowo County, Warmian-Masurian Voivodeship, in northern Poland. Its seat is the village of Rybno, which lies approximately 24km (15miles) north-west of Działdowo and 590NaN0 south-west of the regional capital Olsztyn.

The gmina covers an area of 147.46km2, and as of 2006 its total population consists of 7,258 people (7,384 in 2011).
