Route 28 runs between Retiro, Liniers, Puente Alsina or Puente La Noria, and Ciudad Universitaria, Liniers station or Rivadavia station, via Avenida General Paz.
The bus route began on July 9, 1955, as route 208 (the route number the operator gave its current name).[1] At that time, the route had 51 buses.
The original version of bus route 208 went from Constitución station to Puente Alsina, when they were later given the route of the old bus line 114, which linked said bridge with the Rivadavia station of the Mitre Railway. Both routes merged, covering an almost semicircle that surrounded the west of the city. Years later, the route extended its branches to Retiro station in the east and to Ciudad Universitaria in the west, completing 3/4 of the virtual external circumference of the city, dividing operationally into the Retiro-Puente Alsina-Puente La Noria corridor, in the south of the city, and the Puente Alsina-Liniers-Ciudad Universitaria corridor along Avenida General Paz.
In 1969, the government decided to assign numbers from 1 to 199 to "capital" bus routes, from 200 to 499 to provincial bus routes, and from 500 onwards to Buenos Aires municipalities. As a result, route 208 was renumbered 28.
The route's success was due to its wide range of branches and the establishment of rapid services along General Paz Avenue. This growth intensified in the 1990s when public transport was subsidized and smaller companies were acquired, making it the largest urban transport company in the country.
