Civil Service Commissioners for Northern Ireland explained

Civil Service Commissioners for Northern Ireland, first established in 1999 to uphold the Merit Principle in selection for appointment to the Northern Ireland Civil Service (NICS). Their aim is to ensure that this should be on merit, on the basis of fair and open competition.[1] [2]

Now the Commissioners are regulated by regulations written in 2007.[3]
