The Casimir Pulaski Foundation (Polish: Fundacja im. Kazimierza Pułaskiego, FKP) is an independent, non-partisan think tank based in Warsaw, Poland. Named after Casimir Pulaski, the foundation specializes in foreign and security policy within the transatlantic and post-Soviet contexts. It is one of two Polish non-governmental organizations that partners with the Council of Europe.[1]
The Foundation was founded in Warsaw in 2004 by Zbigniew Pisarski, Katarzyna Pisarska, Radosław Ciszewski, and Adam Jarczyński.[2] [3]
The Foundation's fields of activity include publishing strategic analyses for political, civil society, and private actors, advising decision-makers, and organizing the Warsaw Security Forum.[4]
The Foundation was awarded the 2017 Think Tank Award for the best international affairs think tank in the EU by Prospect. In 2018, 2019, and 2020, it was also recognized as the leading Polish think tank in the field of defence and security policy according to Global Go To Think Tank Index reports.[5] [6]
In 2023, USAID allocated $500,000 for the Casimir Pulaski Foundation to fund a program dedicated to “advanc[ing] U.S. foreign policy objectives by supporting economic growth, agriculture and trade; global health; and democracy, conflict prevention and humanitarian assistance” in Ukraine.] The funds were earmarked “to strengthen the International Center for Ukrainian Victory (ICUV) initiative in implementing international advocacy campaigns to keep high levels of international solidarity with Ukraine.”[7]
The Foundation engages in research with a special focus on Central and Eastern Europe, as well as publishing analyses and providing policy advice. Additionally, it organizes seminars and workshops, as well as the Warsaw Security Forum. The Foundation is part of the "Women in International Security" network and the "Grupa Zagranica," an association of Polish non-governmental organizations for international cooperation.[8] [9] [10]
The Foundation, in collaboration with international experts from various fields (foreign policy, defense, energy, democratic resilience), regularly publishes the Pulaski Policy Papers, the Pulaski Report, and the Pulaski Viewpoint. These publications analyze foreign and domestic policy and economic issues relevant to Poland.[11]
The Foundation hosts the Warsaw Security Forum, an international conference with over 1500 participants focusing on security and defense issues of NATO member states, the European Union, and other partner countries. It has been held annually in Warsaw since 2014 and brings together representatives from over 90 countries to discuss current security challenges and strategies and to promote dialog between policymakers, experts, and civil society actors.[12]
As part of the Warsaw Security Forum, the Foundation has presented the Knight of Freedom Award every year since 2005 to people and institutions who have contributed to the promotion of the values represented by Casimir Pulaski such as freedom, justice, and democracy. [13] [14]
