Local elections are scheduled to held in Laguna on May 12, 2025, as part of the 2025 Philippine general election. Voters will elect candidates for all local positions: a town mayor, vice mayor and town council, as well as members of the Sangguniang Panlalawigan, the vice governor, governor, and representatives for the four districts of Laguna, and the lone districts of Biñan, Calamba and Santa Rosa.[1] [2]

Background

Incumbent Governor Ramil Hernandez is term-limited for being currently in his third consecutive full-term; he assumed the post in 2014 to serve the unexpired term of his predecessor Emilio Ramon "E. R." Ejercito III, who was unseated for alleged overspending during his 2013 campaign. Some speculated that his wife incumbent Congresswoman Ruth Mariano-Hernandez of the Second district will run for his post, but Mariano-Hernandez didn't say anything if she will run for the seat or she will run for re-election in her seat in the House.[3] The other speculated candidates were incumbent Vice Governor Katherine Agapay and former Vice Governor and incumbent Santa Rosa Congressman Danilo Ramon "Dan" Fernandez.[4] [5] Former Representative Marisol Aragones-Sampelo was also speculated to run again for the said position, but she has more possibility to run for Vice Governor.[6] [7] [8] [9] [10] But she also speculated to run as a Party-list Representative under the Akay ni Sol Party-list.[11] Former Governor Emilio Ramon "E. R." Ejercito III is also speculated to run for Governor, whom he was defeated by Hernandez in 2016 and 2019 gubernatorial election's.[12]

Incumbent Vice Governor Katherine Agapay is also term-limited for being currently in her third consecutive full-term; she assumed the post in 2014 when the Vice Governor Ramil Hernandez was elevated to the Governorship, when then-Governor Emilio Ramon "E. R." Ejercito III resign after his alleged overspending during his 2013 campaign. Agapay was speculated to run for Governor, but also did not say anything if she will run for the post.[7] Incumbent board member's Magtangol Jose Carait, Peewee Platon Perez, and Christian Niño Lajara and former Representative Sol Aragones were speculated to run for Agapay's seat.[6] [10]

Gubernatorial election

Incumbent Governor Ramil Hernandez was elected for a third consecutive term last 2022 elections beating his main rival Representative Sol Aragones via landslide victory. Hernandez is ineligible for running for a fourth consecutive term. Hernandez is speculated to switch position with his wife, Ruth.[13]

Laguna First Lady and Second district Congresswoman Ruth Mariano-Hernandez announced last March 9, 2024 that she will run for her husband post, she confirmed it with the Laguna Patrol, when the reporter questioned Ruth if she will continue her husband's Serbisyong Tama, and Ruth replied that she will continued it.[14] Before that many speculations were made if she will run for the post or that she will run for re-election for Congress.[15] Later, former Vice Governor and incumbent Santa Rosa Lone District Congressman Dan Fernandez also confirmed his intention to run for the latter's post.[16] And also before that many speculation's were made if he will run again for the post. Fernandez also ran for the said post in 2004 elections, but lost to then-incumbent Teresita Lazaro.[17] incumbent Vice Governor Katherine Agapay announced her Candidacy on a video uploaded in Facebook by a Page named Dreamstar TV.[18] On April 9, 2024, while in an Event by Akay ni Sol Partylist, Former Majayjay Mayor Carlo Invinzor "Jojo" Clado announced that he will run again for Mayor of the said town and also former Third district Representative Sol Aragones announced that she will run again for Governor.[19] [20] [21]

Vice Gubernatorial election

Incumbent Vice Governor Katherine Agapay was elected for a third consecutive term last 2022 elections beating her main rival Actor Jericho Ejercito with a wide margin giving her an easy win and landslide victory. Agapay is barred to seek re-election.

Provincial Board election

In districts represented in the Laguna Provincial Board, the component cities of Biñan and Santa Rosa are represented in the first district, while Calamba is represented in the second district.

1st District

Incumbent Magtangol Jose Carait is term-limited and is barred for running for a fourth-term. Incumbents Danzel Rafter Fernandez and Wilfredo Bejasa Jr. are eligible for running for re-election.

2nd District

Cabuyao, Calamba

Bay, Los Baños

Incumbents Christian Niño Lajara, Peewee Perez and Tito Fortunato Caringal II are all eligible for running for re-election.

3rd District

San Pablo

Alaminos, Calauan, Liliw. Nagcarlan, Rizal, Victoria

Incumbent Alejandro Yu is term-limited and is barred from running for a fourth-term. Incumbent Karla Monica Adajar-Lajara is eligible for re-election.

4th District

Incumbents Joseph Kris Benjamin Agarao and Francis Joseph San Luis are eligible for re-election.

1st District

Incumbent Representative Ann Matibag is eligible to run for re-election.

2nd District

Incumbent Representative Ruth Hernandez is eligible to run for re-election.

3rd District

Incumbent Representative Loreto Amante is eligible to run for re-election.

4th District

Incumbent Representative Jam Agarao is eligible to run for re-election.

Incumbent Representative Len Alonte is ineligible to run for re-election.

City and municipal elections

All cities and municipalities of Laguna will elect a mayor and a vice-mayor this election. The candidates for mayor and vice mayor with the highest number of votes wins the seat; they are voted separately, therefore, they may be of different parties when elected.
