Local elections will be held in Bohol on May 12, 2025, as part of the 2025 Philippine general election. Registered voters will elect candidates for all local positions: a mayor, vice mayor, and council, as well as members of the Sangguniang Panlalawigan, the vice governor, governor, and representatives for the three districts of Bohol.

Background

As of September 22,2024, based on the COMELEC's data, the province voting population is 981,785; increased by 3.37% or equivalent to 31,994 additional electorate from the 2022 elections voter count of 949,791, making Bohol the one of the vote-rich provinces in the country.[1] [2]

From October 1 to 8, 2024, a total of 36 candidates submitted their respective certificates of candidacy (COC) at the Provincial COMELEC office to contest any of the 15 provincial and congressional seats in the province. Therefore, there is about 14% decrease on number of provincial political aspirants from the last local elections which 42.[3]

Provincial elections

Gubernatorial election

Aris Aumentado (PFP) is the incumbent. He shifted from his old political party, NPC to PFP, the president's current party.[4] On the last day of filing of COCs, former Tagbilaran mayor Dan Lim, submitted his COC as an independent candidate but under Padayon Bohol banner.[5]

Vice gubernatorial election

Senior board member Tita Baja succeeded incumbent vice governor Dionisio Victor Balite on July 17, 2024, who passed away that day.[6] However, she decided to not seek a full term in the office, opting a return to the Sangguniang Panlalawigan. The ruling coalition nominated ex-officio board member and President PCL Bohol Federation, Nicanor Besas (NP).[7] [8] Besas is running against former board member Gerardo Garcia (LP), and a perennial independent candidate, Santos Abella.[9]

Sangguniang Panlalawigan

Parties are as stated in their certificates of candidacy.

First district

Incumbents—Venzencio Arcamo, Lucille Lagunay, and Aldner Damalerio are all vying for reelection. Incumbent Tagbilaran City councilor Jonas Cacho (LDP) and former GCGMH director Mutya Kismet Tirol-Macuno (PDP) are also running for the position.[10] [11]

Second district

All incumbents—Tomas Abapo Jr., Jiselle Rae Aumentado Villamor, and Vierna Mae Boniel-Maglasang—are seeking reelection. Term-limited PCPG mayor Fernando Estavilla and former board member, and current barangay Tugas, PCPG chairwoman Frans Gelaine Garcia are also vying to secure a seat.[12]

Third district

Incumbents Tita Virtudazo Baja (now vice governor[6]), Nathaniel Binlod, Elpidio Bonita, and Greg Crispinito Jala are all running for reelection. Current Carmen councilor Angilita Toribio-Abundo[13] and Candijay councilor Arnielito Olandria[10] are also seeking for their seats. On October 12, 2024, board member aspirant DJ Balite, and son of late of vice governor Balite, was appointed a regular board member of the third district by the president.[14]

First district

Tagbilaran City

Alburquerque, Antequera, Baclayon, Balilihan, Calape, Catigbian, Corella, Cortes, Dauis, Loon, Maribojoc, Panglao, Sikatuna, Tubigon

Edgar Chatto (NUP) is the incumbent, seeking for his third consecutive term.[15] He was challenged by former Tagbilaran city mayor John Geesnell Yap (LDP)[16] and seasoned lawyer Jordan Pizarras (Aksyon).[17]

Second district

none

Bien Unido, Buenavista, Clarin, Dagohoy, Danao, Getafe, Inabanga, Pres. Carlos P. Garcia, Sagbayan, San Isidro, San Miguel, Talibon, Trinidad, Ubay

Vanvan Aumentado (Lakas–CMD) is the incumbent.[18]

Third district

none

Alicia, Anda, Batuan, Bilar, Candijay, Carmen, Dimiao, Duero, Garcia Hernandez, Guindulman, Jagna, Lila, Loay, Loboc, Mabini, Pilar, Sevilla, Sierra Bullones, Valencia

Kristine Alexie Besas-Tutor (Lakas–CMD) is the incumbent.[19]

City and municipal elections

All municipalities of Bohol and Tagbilaran City will elect mayors, vice-mayors and councilors this election. The mayor and vice mayor with the highest number of votes win the seat; they are voted separately, therefore, they may be of different parties when elected.

First District

Alburquerque

Incumbents Don Ritchie Buates and Dagohoy Samar are reelectionists.[20]

Antequera

Both incumbents Jose Mario Pahang and Cecelia Rebosura-Salomon are reelectionists.

Baclayon

Incumbent mayor Alvin Uy is looking for reelection. Meanwhile, incumbent vice-mayor Romulo Balangkig is term-limited.

Balilihan

Incumbent mayor Maria Pureza Veloso-Chatto is term-limited and now running for councilor. Her daughter and incumbent vice mayor Esther Patricia Chatto is now vying for mayoral seat.

Calape

Incumbent mayor Julius Caesar Herrera is seeking reelection against incumbent vice-mayor Sulpicio Yu Jr.

Catigbian

Incumbent mayor Elizabeth Mandin-Pace is term-limited. Meanwhile, incumbent vice mayor Esteban Angilan Jr. is looking for reelection.[21]

Corella

Both incumbents Juan Manuel Lim and Danilo Bandala are seeking reelection. Lim is unopposed.

Cortes

Incumbent mayor Lynn Iven Lim is term-limited. Incumbent vice-mayor Rodrigo Uy is now running for mayor of the town.

Dauis

Incumbents mayor Roman Bullen and vice mayor Marietta Tocmo-Sumaylo are both running for chief executive of the town.

Loon

Both incumbents Elvi Peter Relampagos and Lloyd Peter Lopez are term-limited.

Maribojoc

Incumbents Romulo Manuta and Emilio Castilla are reelectionists.

Panglao

Incumbents mayor Edgardo Arcay and vice mayor Noel Hormachuelos are both vying for mayor of the town.[22]

Sikatuna

Incumbents Justiniana Ellorimo and Olimpio Calimpusan are running for reelection unopposed.[23]

Tagbilaran City

Incumbent mayor Jane Cajes Yap[24] is challenged by city councilor Malvin Misael Atoy Torralba.[25] Meanwhile, vice-mayor Jose Antonio Veloso is seeking for a political comeback against the incumbent Adam Relson Jala.

Tubigon

Incumbent William Richard Jao is term-limited. Incumbent Renato Villaber is now vying for mayor.

Second District

Bien Unido

Incumbent mayor Rene Borenaga is seeking reelection. Meanwhile, incumbent vice mayor Renato Hoylar didn't file his candidacy.

Buenavista

Incumbents Dave Duallo and Elsa Tirol are reelectionists.

Clarin

Incumbents Eugeniano Ibarra and Fernando Camacho Jr. are both reelectionists and unopposed.

Dagohoy

Incumbents Germinio Relampagos and Roel Lagroma are reelectionists.

Danao

Incumbents Jose Cepedoza and Albert Vitor are term-limited. Cepedoza is now running for vice mayor and unopposed.

Getafe

Brothers and incumbents Cary and Casey Shaun Camacho are seeking for reelections and unopposed.

Inabanga

Inabanga is one of the oldest municipality in Bohol but remained under third income class category. This election, incumbents son-and-mother tandem, Jono and Roygie Jumamoy seeks another reelection. Jumamoy is the last political family in the province which remained undefeated in local elections for more than 50 years.[26] [27] They were challenged by Dexter Ancla and Hermogenes Cenabre Jr. (Lakas-CMD) of Abante Bohol coalition.

Pres. Carlos P. Garcia

Incumbent mayor Fernando Estavilla is term-limited and now vying for 2nd district board member seat. Incumbent vice mayor Wilma Cruz Dusal is running for reelection unopposed.

Sagbayan

Incumbents Restituto Suarez III and Asuncion Bautista-Ybañez are both vying for reelection unopposed.

San Isidro

Incumbent mayor Diosdado Gementiza Jr. seeks reelection. While incumbent vice mayor Filemon Mantabote is term-limited.

San Miguel

Incumbent mayor Ian Gil Mendez is running against incumbent vice-mayor Faustino Bulaga.

Talibon

Incumbents Janette Garcia and Dave Evangelista are seeking for reelection. Evangelista is unopposed.[28]

Trinidad

Incumbent mayor Roberto Cajes is challenged by incumbent vice mayor Fernando Erio.

Ubay

Incumbents mayor Constantino Reyes and vice mayor Victor Bonghanoy are term limited. They just switched on the seats that they are running to.[29]

Third District

Alicia

De jure incumbent mayor Victoriano Torres III is challenged by incumbent vice mayor Cesyl Balahay for mayor.

Anda

Incumbent mayor Angelina Blanco Simacio seeks reelection. Incumbent vice mayor Nilo Bersabal is term-limited.

Batuan

Incumbent mayor Antonino Jumawid is term-limited and now running for vice mayor. Meanwhile, incumbent vice mayor Zeniza Bulalaque is vying to secure the mayoral seat.

Bilar

Incumbents Norman Palacio and Ranulfo Maligmat are reelectionists.

Candijay

Incumbents Thamar Olaivar and Christopher Tutor are seeking for reelection. Olaivar is unopposed.[30]

Carmen

Incumbent mayor Conchita Toribio-delos Reyes is unopposed. Her brother, Ricardo is also unopposed for vice-mayor.[31]

Dimiao

Incumbent mayor Randolph Ang seeks reelection. While, incumbent vice mayor Jessie Paluga didn't file candidacy.

Duero

Incumbents Al Cadorniga Taculad and Hernes Alupit Bajao seek reelections.

Garcia Hernandez

Incumbents Jess Baja and Antonia Ladaga are reelectionists.

Guindulman

Incumbent mayor Albino Balo seeks reelection. Meanwhile, incumbent vice mayor Maria Fe Añana Piezas didn't file candidacy.

Jagna

Incumbent mayor Joseph Rañola no longer seek for reelection.[32] Incumbent vice mayor Teofisto Pagar Jr. is now running for mayor.

Lila

Incumbents Arturo Piollo II and Regina Salazar both seeking reelection and unopposed.

Loay

Incumbent mayor Hilario Ayuban seeks reelection. While, incumbent vice mayor Rodrigo Cubarol Jr. is term-limited.

Loboc

Incumbents Raymond Jala and Helen Alaba are reelectionists.

Mabini

Incumbents Ongie Grace Bernales-Lim and Myra Fostanes Colis are seeking reelections.

Pilar

Incumbent mayor Wilson Pajo is looking for reelection. Meanwhile, incumbent vice mayor Eugenio Datahan II is term-limited.

Sevilla

Incumbents Juliet Bucag-Dano and Richard Bucag are both term-limited. Dano is now running for vice mayor.

Sierra Bullones

Incumbent mayor Michael Doria is now challenged by the incumbent vice mayor Simplicio Maestrado for the town's top post.

Valencia

Incumbents Dionisio Neil Balite and Aristotle Cometa are reelectionists.
