Ming Chuan University, finishing 7th in 2023 TPBL season, was required to play in the promotion/relegation playoffs. Land Home NTUS finished 2nd in 2023 second division and was expected to play in the playoffs. However, Inter Taoyuan, finishing 3rd in 2023 second division took over the opportunity due to the Land Home NTUS failed to qualify the CTFA club licensing, which is required for playing in the Taiwan Football Premier League.[1]
Each team plays a total of 21 games, playing the other teams three times.
