Veronika Kudermetova defeated Jessica Pegula in the final, 7–5, 6–1 to win the singles tennis title at the 2023 Toray Pan Pacific Open.^[1]

Liudmila Samsonova was the defending champion,^[2] but lost in the second round to Ekaterina Alexandrova.^[3]

This was the final professional appearance of former world No. 30 Misaki Doi. She lost to Maria Sakkari in the second round.^[4]

The top two seeds received a bye into the second round. Two Guadalajara semifinalists – Maria Sakkari and Caroline Garcia – also received a bye into the second round.
