The third election to the Powys County Council following local government reorganisation was held in May 2004.[1] It was preceded by the 1999 election and followed by the 2008 election. The election resulted once again in a majority of Independent councillors

The Liberal Democrats won the seat in a by-election.
Wynne Jones had won the seat, previously held by a Conservative, at a by-election in January 2004.
The Liberal Democrats took the seat from Labour at a by-election.
